If you remember we had to make a case as to WHY Iraq had to be invaded, most of these reasons turned out to be bogus, including Saddam having uranium, trying to make a Nuke, and planning to invade us. So rather than having Congress declare a war, they created the Authorization for Use of Military Force so they wouldn’t have to for it and President Bush could unilaterally authorize troops to invade Iraq.
