But is he vowing to ENFORCE the KY Constitution or the Federal Constitution? Which one would apply here? Well since the Feds were not granted power over firearms that power was RESERVED to KY, therefore KY’s BOR would be the law.

      That is how I reckon it.
      That is also how I reckon it for Ohio:
      “Section 4. The people have the right to bear arms for their defense and security; but standing armies, in time of peace, are dangerous to liberty, and shall not be kept up; and the military shall be in strict subordination to the civil power.” -1851

      Yet I dare one to carry openly in Ohio without being harassed by government agents, probably after a neighbor alerts them.
      I hope it is different in Kentucky.
